I can't say that handicap parking there is free of charge... I know that there is handicap parking and it affords you convenience.
Very good question as I recently have become disabled myself the parking there is very expensive.I would believe that if you go into Jonathan Dickensen State Park any and all State Parks are free to Handicapped parking. So are any and all fishing and hunting License if you wish to do so just go to a nearest Walmart and get your exemption License. I hope this helps you in the future.
