I have a shiorke (mix) who has a collapsed trachea who will not longer take the pills for it. Is there any kind of surgery that will fix her that I can afford on a widows income?

Not my favorite place. Try the Umatilla Animal Hospital. You will have better luck at a more reasonable price there.
