Yes they do operate, but drivers tend to not be fans of coming up to pick you up so be prepared for a few cancellations before finding someone.
Yes, but they can be slow. When I tried this lyft had no available cars, and the first Uber driver cancelled before arriving. The second Uber driver actually picked me up
