They don't refill tanks.
I was in Walmart Store across the street from Costco and the greater had a fit. Now can you imagine what would happen if your brought to Costco a propane container to their attention. Working on tires and battery have safety fire, disposal restrictions already. SO bringing in Propane/grills would be a different security level for the whole complex and area. I hope my answer made you come to a conclusive answer.😱
