Oregon state parks pass will not work to go in as this is not an oregon state park. A national forest pass or a "national parks" pass will cover the fee. Otherwise it is $5 for the day to access all the national forest.
This is part of the (federal) U.S. Forest Service-managed Newberry National Volcanic Monument about 10 minutes south of Bend. It is a National Recreation Fee site. There are several options - $5/day pass, $10/3-day pass, $30/annual Northwest Forest pass, The National Parks and Federal Recreation Lands Pass Series (free up to $80), commonly referred to as the America the Beautiful pass or National Parks pass though it works at federal land agencies like USFS, FWS, ACOE, BLM, BOR, NPS, etc.

You need a pass. I forgot to get one and ended up getting one online. Im not sure if the small building there sells them because I went in the winter, to snowshoe up the hill.
