Is this the place I can obtain and take the written knowledge test/learners permit or is there another location for that?

Not many people know, but you can take knowledge test immediately, before doing actual school (that's what I did). I just set at home for few days and learned everything from Washington's Driver Guide (you can find one online or in the office for free) Then I went to 911 Driving School and took the test. After you pass the knowledge test you can obtain instruction permit here. Instruction permit allows to drive with an adult driver on the right seat, to get an actual license you have to finish the driving classes, pass the driving test, and have an instruction permit for 6 month.
