It is free but you need to know the schedule of its availability for public use since they also conduct tennis lessons.
I would recommend calling the park to see when the courts are available and if you need to reserve. There are tennis lessons at certain times. I dont believe there us a fee but i could be wrong.
I'm not a tennis player, so I can't help you. I would suggest phoning Lomita Chamber of Commerce, if there is one, or the City Clerk's office. Maybe somebody there could direct you to the right Department.
