Usually they don't, but if the grass gets torn up they may block of certain parts. Also they do close in early spring every year for a month or so to do maintenance.
Do you mean "Dog Park" ???
The general rule is that the dog park will be closed for 48 hours after a rain.
When it has rained a lot it closes.
It's a grass thing... once that's starts happening it get clsed down. But I do remember the dog park getting closed during the winter months a whjile back.
