I'm not sure about a membership, but almost every item receives a discount, in a way, if you buy them in bulk. Tags will usually have two prices: one for single items up to a dozen or so, and a lower price for over a dozen or so.
Membership only affords you a database record of purchase history for recalling previous model #'s, etc. To receive a discount, one must make a "large purchase" and negotiate a discount.
No, businesses can file the appropriate license. But im not aware of ant discounts
