Yes you can park your vehicle in parking and walk to the open ground for stargazing and leave whenever you want. You would want to make sure to not use any kind of lights when you are inside the ground.
Absolutely! The astronomy field is public and has a parking lot. Just make sure you don't bring any light into the field. Red lights only! And that goes for cell phones too!
