Whose tree is it? If it is yours, you can contact the city if the neighbor is threatening action. If it is in a parkway that is maintianed by the city, then again, they would be the right agency to call. If the tree belowngs to your neighbor, and if he/she is willing to talk, try to educate the person about the importance of protecting habitat. Keep in mind that if the tree is really old or appears to be diseased, it can be a threat to public safety. In that case, whoever is responsible for the tree may have to take it down (expensive). In this latter case, an certified arborist should inspect the tree. And so on. Many options/possibilities here. Good luck, keep me posted. Bob Wild Birds Unlimited
