It is illegal to get a tattoo if you are under 18. Your parents cannot sign for you or anything like that.

In california it is illegal to get and or obtain and not limited to asking for a tattoo from any artist if they are under the age of 18. However some regulations do allow for tattooing an individual under the age of 18 In certain states, unless you are willing to drive hundreds of miles for a tattoo; will allow an individual under the age of 18 to get a tattoo once written consent from both parties is accepted and a parent/guardian (Proof of legal parent/guardian must be showned to avoid any legal action/lawsuits) is present during the tattoing process.
