How are we paying parking to ? City? State?

I was also disappointed about being charged to go in nature after I have been coming here for years and my other favorite hiking spot burnt down. I cried.. I also have service but very little. They gave me a warning citation. Had to pay it after I hiked using the paper they gave me on my windshield. The sign was a bit reflective depending on the day and hard for my phone to read.

There is some reception up there. And charging for parking is good for the city.
