It's not guaranteed which characters are there you're better off doing the dinners if that's what you're looking for characters
Yes, as said above go to the character dinners - that's where you get to spend some time with the characters.. Or at least enough for some good photos and interaction with the kids
That is because it was meant to be in Disney WORLD. Not for Disney Land.
You should try character dining. They spend more time with you. I can't guarantee which character will be there
There isn't really a great answer accept that they want to keep people moving and going and keep rotating characters
