They are free if you get them at the distribution spots for each ride that has them.

fast passes are free at designated pick up areas. there is also maxpass which offers unlimited photo download and ability to get a fast pass on Disneyland app. that is a 10 a day cost or 70 a year with a annual pass purchase.
