Hi Sandi, Possibly at the Hotel, but that might be for hotel guests only. From the parking lots and parking structure there is handicap parking and there are walkways that you can use but they are not close to Disneyland. The tram does have lift systems, if that helps.
You can also park at thr Downtown Disney lot. Its more expensive since they charge by the house (I think it's $48 max), but its much closer and no tram is needed.
There is preferred parking (at an extra cost) that gives you access to lower level or closer to elevator parking spots, including a special lot that is closer to the walk-in entrance (no tram necessary).
To my knowledge there is not a separate handicap lot. There are shuttles for handicap access that pick up/drop off at the structure, in addition to the trams.
The tram has ramps, as mentioned in other answers:) But no seperate lot.
The parking garage is definitely handicap friendly, with elevators available to access the upper levels. Guests using wheelchairs can access the tram via wheelchair ramps, so you can pretty much park anywhere.
