Does the park offer discounts to city, county, or state employees

I dont believe so. I know they have military discounts. Also, until september 3rd, annual passholders can get up to 2 people in at 40% off for 1 day parkhopper tickets.

I don't think the park offers discounts directly. I think you need to ask HR or benefits. If discounted, it would be through that department. I believe members can get discounted tickets through AAA office also.

I dont believe so. They offer cast member discounts and annual passholder discounts.
