Royal Hall to the left oft the Castle within the Disneyland Park is where you can have a meet and greet with some of the Princesses in their own setting. Other Princesses are walking throughout the area randomly. Anna and Elsa are located at California Adventure Park in the Hollywood Animation building.

Great question. Key to being sucessful at Disney is to download the app. It will provide info about character photo opportunities.
Not many out when I went. They even pulled goofy out early. It's a hit or miss. Cant rely 100%
They should all be there, but not in one location so you may have to look around.
