I can't say whether it's allowed or not because I don't work for the county, but this is a very active park. Daily there are 40+ people on basketball courts, a dozen on the tennis courts, several teams playing or practicing softball, baseball and soccer in the fields. I have witnessed multiple parties going on at one or both of the pavilions. Usually there are 50-100+ people at any given time. Maybe you need to reserve the pavilion or maybe it's just first come first gets. The park employees are very nice, give them a call if you need more info. But I'd say the group size is not a problem.
