In the main area between Disney Land and California adventure
The city hall, you can see it as soon as you enter the main entrance to the park.
Rentals are at the opposite end of the entrance booths to Disneyland from where you get off the tram. They're on the Disneyland side and they rent scooters, wheelchairs, strollers. A deposit is required in addition to the rental fee. You can use them in both parks and Downtown Disney.
Immediately to the right of the main entrance to Disneyland Park.
