It varies.. I recommend downloading the official Disneyland app. It has the hours for both parks, you can manage your pictures and fast passes. They even updated it recently to allow you to order food to avoid waiting in line.
It is different than Disneyland. It does change from day to day. Always check the website or download the Disney app before your visit, it helps with wait times (if a ride is closed), show times and when and where character will be around the park. It is very helpful. You can have your passes on it for pictures from around the park.
I believe it opens at 9am and closes at 10pm but sometime timing varies. Please call or visit dineyland website before plan to go there.

Yes. I did not see how to order on the app for the food. I tried. You can use the card to get your fast pass from the machines. It will show up on your app if you link your passes. Then you can use the app to scan when you are in line.
