Some of their employees will let you in if you say you want to get to the food cpurt but normally they dont. But you can go into the small door for returns and get in that way.
The garden grove location needs a card to gain access as the food court is inside. That said, I often go through the return entry way to get to food court without having a card. You may be unlucky and be asked to show a card while trying to do this but it rarely happened to me.

Normally yes, but I think it depends on who is at the door. Some people may let you go in and some will ask you to show them your Costco card.
