No, but you can buy the deflated replacement tires they sell, fix your tire and take it to the automotive side of the store with your receipt and ask them if they would put air in your tires. I am quite certain that they won’t mind. Worst case is, you buy a bike pump with cash, fix your tire, pump up your tire and return the pump for a full cash refund so long as you don’t remove any tags (which shouldn’t be an issue since they are typically sold in “Plug n’ Pump” condition.) and don’t damage it. Also, all of the gas stations in the area give free air upon request. (Just go in and ask for them to turn on the air, no purchase necessary in most cases.)

They do I bought a bike with the tires filled but then again that was a long time ago

They used to but haven't been in bike section in a while. They weren't tires but a solid rubber tube that replaced the normal tube.
