Not for a small party maybe for a really large party with the blow up bouncing machines and stuff like that but if it's just a regular party then no I sure of it. Every everyday there's a party or two I've seen two huge parties of a hundred more people going on at the same time. They also have a great place for kids to play that are huge huge playground and several bathrooms when ice running track

Yes, you do need to reserve tables to be assured of having them available.
I am not sure, but I would call the city just to make sure. You might be be able to reserve tables. The city will probably ask if you plan to have an inflatable jump house, catering, etc.
