Your best bet is to call the police department instead of looking for someone to give you the wrong answer. I would say they cant, but the WPD can give you a definite answer.
the cheif does not know any laws and surely has no clue of the constitution he faught for as an army core vetran. he is a feelings conrol officer being paid 200 000 a year please do not bother him with petty question pertaining to the laws of this kand or any rights under the constitution he swore to protect. ignorant fat pig needs to get some exercise as well.
