If you are a member of AAA then you can gey a placard at the AAA branch. No vehicle registration needed. If you want plates, you must be the registered owner of the vehicle.

No u can go spend hours at the DMV. That's why i love AAA. Takes 10 mins at most.
Yes, to do any DMV transactions at a AAA office, you do have to be a member. Furthermore, vehicles have to be registered in your name already or be put in your name if you just bought it.
No, you have to go to the DMV. I would call and get the info. If AAA can do it , it would be faster than the DMV.
