Either way but if you can't go on line you should call the DMV to report to lost your ID card.

It would be best to physically go to the DMV and report it stolen. You can call the DMV and report it also but it's always more legit to report it stolen in person Or over the phone.... after you report it you can make an appointment at the dmv to replace it.
