I only went to the Apple store so I can't tell but most of the patio is open.
I went yesterday 10/16/2020. The inside of the mall is open, with the exception of the food court. Indoor seating has been removed and not all stores have reopened, but yes, you can walk around the inside now.

When i went on the 20th of September only outside acsess stores were open in side mall was closed
