If they felt the animal was being abused, they would only give information to the SPCA. I do not know the particulars of the process. I think the vet returns the animal to the owner. Then the SPCA starts the investigation with the owner.
I see no reason they couldn't IF they felt the animal was being abused. Personal opinion
