Nope. Tumalo state park is great camping on the river, fee. Deschutes NF has dispersed camping.
No fee, but you can't overnight camp there either. You'll get a tap on the glass. Check out north Barr trail head Northwest of Maston Trailhead off of Highway 126 in the Cline Buttes area. You can camp there for free. A bit hot and Dusty there though.
