It probably wouldn't hurt putting a reservation in (especially if your hitting at a popular time), but its not required. We had a short wait (15&20min maybe) when we were there for them to get a table ready. They have some comfy benches and if your old enough, you can visit the bar while you wait
No, you should be ok though. If I am wrong, don't fret. There are a couple great restaurants by the outlets

No need. We walked right in and got a table twice. It is a large restaurant and we had great food and service.
