Go into Job Connects you have to qualify from them. The vouchers are for active job seekers
Goodwill doesn't give clothes vouchers. The Salvation Army Church in Empire does though for the Salvation Army thrift store.
Go to the main office in empire. Oops that's salvation army. Not sure about goodwill.
