I would get to the embarcadero area early and park along the street which may be free after 7pm. Then hike up. Traffic becomes super congested during holiday time. Even using public trans is a good idea. But it is a public access area that may be restricted at times to allow residential parking permit holders first access.

Coit Tower usually closes no later than 5pm, however Pioneer park usually closes around midnight... i don't think you can reserve a spot but the park would be quite the location to watch fireworks. That would be a first come first serve to get a good spot.

No, I Would Assume You Can Still Go Up The Hill And park at the top, or walk up there, but the tower closes at 5
