Probably not
So if i am over 18 years old I do not need a signed permission to pierce me, I say it because I am 20 years old and I want to drill, I know my parents will give me permission because I have already done it but I can do it without having to sign anything?
The shop's liability insurance limits their exposure to performing tattoos and/or piercings on teenagers younger than 18-years old. To work around this, the parent must both be present and sign a waiver allowing the shop to perform their craft on the teen.
No not with out parents permission they need to be present .
They will with Parents permission. So your parent has to be there with you
