I worked at the Hayden walmart for almost a year back in 2015 and even then the demand for products was surpassing the stores shipments. Theres so many new people moving to our area that they havent had a chance to catch up with the demand. It will get better and never be afraid to ask an employee if theres more in the back!
If you ask one of the staff in the isles, often they can scan the barcode on the shelf and run in the back for you and grab your item and bring it back to you. Hope this helps!

I haven't noticed this problem for items I normally purchase
I agree with Michelle Jones answer. Sometimes the staff knows when their trucks are going to come in and sometimes they can only guess.
