It is friendly to dogs ON LEASH. Not so friendy to hikers who do not like rocks. There is no water on the loop.
I'd say it is, though I should say I'm not a dog owner. It's an approximately 2 Mile Loop with only occasional moderate inclines. Most of the trail is fairly level and well maintained. There's a nice picnic area near one end of the loop. If you start at the bulletin board, you'll pass through a stretch of Trail early on the does have a lot of rocks in the trail. But that doesn't last very long, and I think there's still enough space between the rocks for a dog to find comfortable climbing space.
