No the online purchase counter and or the layaway area counter is not staffed 24 hours it is possible once in awhile to get someone to help you but that shuts down I believe at 11 p.m.
If you go to a 24 hour Walmart with a layaway counter, and no one is there, they're either closed or you may need to ask an employee for assistance.
