Is the smoked salmon sold to retailers like WinCo raw or cooked? The WinCo label has safe handling instructions for raw meat, but most of their labels have the same generic information. I can't find anything on the Tony's label stating if it's raw.

Smoked food is considered to be cooked. The process of "smoking" is one of many methods of Food Preservation. It favors the food while drying the food. Just like other food though, smoked food still needs to be packaged.

All smoked fish is cooked during smooking. You smoke it several hours and that is how uts been done fot years, Tony's or anybody's.
