What does 'under 5 with skates' mean in the pricing guide? I was at Great Park Ice with my 4 year old nephew who needed skate rentals. I paid for his admission and additional for rentals. Is that correct?

Under 5 admission includes the skate rentals. All others must pay admission and skate rental. So General admission is commonly $17, $12 admit plus $5 rental.
