is the for 21 and over only or can younger members in a group join

I think that they allow people in under 21 during certain hours like morning and mid-day along as they don't sit at the bar. During the night hours they are very adamant about adhering to all the ABC regulations. So if its Friday or Saturday night and your not 21 and/or don't have valid identification don't expect to be welcomed in.
