Persimmon trees grow well here although I didn't know there was a dwarf variety. The folks at Portland Nursery will definitely be able to help.
Are you talking about a persimmons tree. I do know that have those trees at the hope orchard society next to Clackamas community college and they do just fine and produce fruit.
