This is the right season to be looking into it! They used to do a noon-hour concert series that featured (of course) local musical talent AND they might still be doing Friday night summer movies at dusk that start of with a musical guest. In fact u may want to contact Portland Parks & Rec about doing a gig that kicks off their "Summer Movies in the Parks"-it may already be booked....but it's another way to showcase your musical talent! It depends on your method of amplification and then into length of time, how many people, is something being sold, etc. Security is higher in this area of potential massive social gathering. in the city of Portland you can very regularly find musicians outside and expressing their sound. Keep Portland Weird - is a heritage statement you may be familiar with. Our government supports it. For electronically amplified music, you may need to apply for your date and sound permits through the parks department. That process can be started online.
Sometimes they have events with live music. Most of downtown has street performers and if they have an issue security would let you know..
