It depends on where they are parked. Is it on private property or public property. If it's on private property then the owner or property manager will be able to have it impounded IF they have an active impound contract and signs posted. If it's on city property you will have to go through the Police Department or Road Use (311) to get it impounded

This would be considered a private impound and the owner of the car will be liable for the bill

You first should look for signs in the immediate area that are posted by a tow company. Then you can call that tow company. If you don't see any such signs then you need to call code enforcement and tell them your complaint

No just call the towing place and tell them what's going on and they should send a truck out to impound it
