Same people who have received a pin from last year. The other Legions still have openings for their Queen of Hearts. Plus they pushed it back to April.

It is closed to the people who already have a pin. Half the pot rolled over as the person who won was out of town, thus they decided to keep it closed rather than reopen it and require all new pins.
