So I just got a new bike I only had 145 bucks and the only bike I was able to get was a racing bike and I can’t ride it cause I’m too short I’m 5 ft even and I was wondering if I could put smaller tires on it? And how much would it cost?

I feel the tire height wont help you. You will need to adjust the seat or maybe even get custom petals for your bike. Sorry but thats not super simple fix.
