Why do I see so many pics of dogs not on leash’s?! No one enforcing the leash law? Too much liability if they don’t..

No they dont enforce it, the risk the dog owners take

Many are irresponsible when it comes to the leash Law but as often as I've been there I've not encountered an aggressive animal off leash.
