You would want to send an email to consumer relations. It's a more reliable delivery and you have a copy. Plus it goes to the correct person. They will give you the store directors WM work email if you want/need store level contact. You can usually request the store contact you when you're responding to the consumer feedback on the receipt too. This is my take as a retired store manager with a similar retailer.

If you addressed it correctly, adding ATTN: Store Director, while also sending a letter to corporate... I would say it would reach someone. I could not speak as to what attention the letter would receive.
