I would definitely say they are closed if it has snow and ice on the roads. It is a very narrow road.

Lorri Wall | Jul 5, 2018

If there was snow on the road they will close. Its a narrow road to the top with a good 1000 foot climb in altitude.

Very narrow road. Difficult to navigate under the best conditions. I visit the park in the summer.

Last time i went there, about a year ago, it was no rail guards on the road to the top; is dangeros but also beautiful; i'll sugest to visit this place on summer time.
