I believe burn bans are generally restricted to ground fires so a contained fire in a pit or smoker should be okay. As for a propane grill, there is little to know risk of that stating a fire as there is no embers or hot ashes that could be blown away. That being said, I am not the county fire cheif so I can not say for sure.
