At the 3 bone fish restaurants i have been to outside seating is first come first served. They do take reservations but you still may have to wait for a table outside

Outside seating is on a first come, first served basis. But usually they do turn over quickly. There are also couches where you can sit and have a drink while you wait for an outside table.
